A Letter to our PM Sh. Narendra Modi….

Dear Honorable Beloved PM NaMo Sir, 

It is my humble submission to you that amongst various aspects starting with the likes of Economy, Industry, Infrastructure, unemployment etc., which are already being addressed by your esteemed leadership on a war footing, a concrete policy needs to be formed to effectively manage the population outburst which is getting into catastrophic proportions.

We must not shirk away from the fact that it is primarily this huge and particularly less privileged population that we are multiplying day by day is the biggest obstacle for various development indices or schemes to effectively take root & perform productively to deliver desired results.

No matter whatever prompt or advance or positive efforts we may try to make, say in employment creation or infrastructure development or Industry facilitation, we will still end up failing to make a comprehensive impact because of this monstrous outburst of population.  Needless to say, the necessity to facilitate potable water, sanitation facilities, education, augmenting food production, creation of infrastructure, social amenities for all etc., becomes a humungous task day after day. Also we are mercilessly overloading our mother earth and make her suffocate to provide a comfortable living to every human being.

We won’t be able to create so many dwelling units, we won’t be able to create employment, we won’t be able to protect our natural resources or environment or forest land etc matching up to this ruthless increase of people transforming into a greater social menace. Also the more of youth without proper direction and livelihood means they are bound to resort to criminal acts or terrorism and unfortunately or so, mechanisms to misguide them are aplenty in our country in the name of various facade like religion, community etc.

The measures to curb or divert youth from falling prey to such evil attractions are quintessential and work must definitely go on in that direction, but that will be sort of a corrective action, whereas, reigning in onto population explosion will be more of a preventive action on a long term. The GAP between employed and unemployed, between privileged & under privileged, between rich & poor, between educated & uneducated, between socially responsible & irresponsible, between nation loving & not bothered about nation, between socially aware & unaware can be effectively & considerably brought down if population is brought under check.

While we can’t have a “crushing with iron fist” style of population control like what China has or had in the past few decades, one cannot also completely ignore the fact that it was their strong resolve which not only led to considerable growth and progress but also disciplined its workforce and civilian behaviour. Their current approach of having a planned extra target of 2 million babies a year shows how much effectively have they countered this disaster and now are in a comfort zone to plan for more births. Although it may be cited as grave necessity to supposedly sustain a requisite percentage of their youth for future, it is still another amazing reflection of their foresight and planning.

Yes, there may be detractors to China’s model or even any population control model in the name of human rights violation, in the name of not much of youth or younger generation will be available etc., but these are people who have nothing but to create issues for personal or political interests. Or they may even be viewed as elements working for some secret agency of some big ticket countries to keep this region destabilized as their utterances are nothing but sabotage by infusing emotional divide in people’s minds and prevent them from working towards national interest with a collective will.

And such coterie of trouble mongers are bountiful in our country and undoubtedly they will take the Media route to draw sharp reactions and criticisms is a given. Because a majority of our national media, especially the English print & electronic, have become complete sold outs for cynical & provocative reporting. They perpetually augur divide between people on various parameters, they keep the fire of hatred burning for their consistent TRPs and keep sensationalising issues at their whims & fancies while are criminally negligent & unbothered about national unity or national interest which is going for a big ride. (I know I had to digress as I could not withhold my temptation to pulverize media, since they have, of late, become GHOSTS that scare people and not servants of people who keep them informed, keep them equipped, keep them united, keep national spirit, order and patriotism upheld etc. Furthermore, Media now is also increasingly being judgemental, biased, labouring hard for ulterior & commercial ends of their bosses that hold majority stakes in running the enterprise).

Coming back to the original topic, perhaps, the China model is not what we should advocate either, but we need to urgently research & develop a strong set of ways and means to curb and control our burgeoning population at the earliest in a scientific manner. Because, this population increase has various other serious ramifications that might cause social unrest as well as marauding people’s faith and interest in state or central governments.

The reasons for instance, in southern & western states like Kerala, Tamilnadu, Gujarat & Goa, population control measures are firmly in place and people themselves have developed extraordinary sense of social responsibility that bearing more than two children is almost a taboo and most of the couples stop with just one child. Simultaneously their life expectancy, health & hygiene in living environment, literacy, social stability, per capita income/growth, concern for protection of natural resources are relatively very high as compared to their northern or central or eastern counterparts.

On the contrary in Central Indian, East Indian and North Indian states there is complete anarchy and predominant irresponsibility towards exercising population control measures and no particular determination or effort seen either from individuals or NGOs or state governments. The biggest factor that is responsible for such poor state of affairs is vote bank. Governments do not want to compromise or hurt anyone by imposing strictures in controlling population, while also believe, if such crude mass of people keeps multiplying it is in the better interest of their secured future, as they will have more idiots voting their party to power again and again.

Now if such a climate is allowed to continue, these states with more & more people will always be at an advantage as they can seek for more allocation of central funds (only to siphon them for personal interests and aggravate corruption), seek for more representation in parliament in terms of seats (which means they will have more say in governance) and needless to say, unashamedly seeking special status & increased financial support as a tacit reward for their non-performance.

On the other hand, states which are committed to national progression, which have better development index and which have exercised responsible control on population outburst would be punished by getting their stakes or shares from national quota / representation being diluted over time which is already showing signs of happening. They will also have a lot of heartburn & disappointment and would feel let down despite being hardworking, responsible, sincere, disciplined & committed towards national cause.

But firstly, it is important to ascertain what our exact population is and what kind of growth rate / mortality rate is prevailing in three parameters viz., region or state wise, community wise & social strata-wise in a concise manner. This can happen only if advanced scientific methods are employed and a suitable, reliable, trustworthy independent agency is vested with the task and a reasonable timeframe given to them to establish it. This will give us the clear picture to address the problem with precision and finesse, without bringing any distortion to the principal objective.

As we all know it is sheer politics of vote bank that has stopped every political formation from taking affirmative action on this aspect and they have always refrained themselves from even discussing it on public forums. But you Sir, is renown for your steely resolve and capacity to wither away opposition when it comes to policies of national importance. Therefore, it is time we called the spade a spade and took the bull by its horn right away.

Having said that and outlined my concern of national importance, I believe there is no dearth of agencies or intelligentsia in our country that can develop impeccable measures and lay out a road map for understanding, study, and implementation of what is sought herewith. I also do have a bit of my own research done on the subject and can share the inputs with your esteemed action team, if any, to be formed in the near future.
